Reset Baseline Not Appearing for Admin Users

We're having an issue where the Set/Reset Baseline buttons are not appearing for Admin users. Is this a known issue or is there a setting we need to change so these appear in the baselines popup?

Note: We have tested multiple browsers for this. Users with a license can see and use the baseline set/reset buttons, but not admins without a license.

Very strange, editors should not be able to set the baselines, but admins definitely should. If your admins have licenses, then I'd raise an issue with support.

Admins do not have licenses. From the documentation we can find, users should not need licenses to set baselines, but do need admin rights, which ours have.

Yes they do. Below is the summary of permissions. Baseline setting requires Admin sharing permission, and requires that the admin be licensed (old plan) or a member (new plan).

Editors cannot set baselines, licensed, or member, or not.
