Notification Automation only sending to first drop down value of a multi select

Hi I am trying to have alert email notifications sent to multiple people when multiple drop down values are selected. In the image, if all three drop down values are selected in a cell, only documentation is notfied and not the others. Is there something I am missing in having all alter notifications to send off with multiple values are selected in a drop down list in a cell?

I had a similar issue and my resolution was to create each as an individual workflow for each instead of choosing Otherwise conditions.
