Can we apply security settings to an entire workspace except forms?

Our IT dept is utilizing Smartsheet to satisfy the needs of several teams currently. One example of this is a workspace created for Credentialing personnel and tracking that process at the corporate level. We have been researching the Safe Sharing and Governance controls within Smartsheet, and would like to set up some more security around the aforementioned credentialing process/workspace. Our ideal set up is to whitelist certain domains and lock down access that way.
However, the credentialing process begins with a submission of a Smartsheet form and about 50% of those submissions come from outside of our organizations and can come from many different domains/organizations at any given point. Is it possible to apply the Smart Sharing - Domain settings to our workspace while maintaining the the current access to the forms associated with that workspace?

Hi Emily - yes it's possible to set forms to not use the Safe Sharing list. In the System Admin settings there's a Security setting for "Form Permissions" with the following options:
- Anyone with form link
- Only people with a Smartsheet login
- Only people in your account via the Safe Sharing List
