Adding trackable resources without email confirmation?

Is there a way to add resources (that will be trackable in Resource Management) without needing a email confirmation?

I have tried:

1.  Adding a resource under user management (dummy email address) but this is in "pending" status awaiting email confirmation.  This resource  doesn't show up in the "assigned to" column.  (Unlicensed user)… so this doesn't appear work until the email is verified?

2.  Adding a new user in the "assigned to" column directly and allocated 100%,  however this doesn't show up in the Resource Management. So, this doesn't appear to work either. Entry directly in the Assigned to column doesn't create an entry in the User Management screen either.

Initially need "unnamed" resources e.g. Laminator1 and BB1

You would set them up as a "Managed Resource" in RM.
