How do I manage Unlicensed Admins and Editors user accounts

I am an admin on our Smartsheet account. When I open the Admin Center page and view the total users in our system, I see nearly 250 users listed as Unlicensed Admins and Editors. When I export the user type report I see that many of these accounts are no longer valid. I would like to "clean up" these accounts, removing those that are no longer needed and updating those that are. I am not able to find anywhere to do that. When I open the User Management page I see 43 total user accounts, but am not able find or access those listed as Unlicensed Admins and Editors. Where can I manage those accounts?
