Extract name from Team Column

I have a form where a user identifies all the people from different departments and input their names in the Team Column. There are times when people are not filling it out for various reasons (wasn't part of the team, forgot by the team member or the original created by user, etc..). I want to be able to check if the created by user forgot to include certain people.

For example, User A initiates the form for Users B - J to fill out. User E was left off the team and was not notified to fill out the respective department questions. Therefore, there are blanks. I want to have a dashboard that shows various reasons of why the entire row of questions was not filled out by the date deadline. Is something like this possible? I'm trying to figure out how to be able to identify the missing user's name.

    Is User E somewhere on that row? How would you know which questions are associated with a specific team member?

    User E should be in the Teams Column if User A remembers to add the correct users to the team. If not, I'm trying to figure out a way to capture that miss. It would be nice if there is a way to associate groups in the spreadsheet and be able to cross reference. Each department has its own Dynamic View to fill out all the associated questions. There is a column label to identify which department should answer the question.

    You should be able to have a separate list of team members and have it automatically pull into this sheet

    Each list of team members will be different for each row. If a team member is left off, there is no notification, or no one will know until the form is not filled out in time.
