Can someone help how licensed user type "Editor can share" is not able to create folders but only onwer? a few days ago it was possible

If you're referring to creating folders in a workspace, only admins and the owner can create a folder in the workspace that they're shared to. They'll need to be admins on your workspace to create folders.
Otherwise, can you provide me with more information on where they're trying to create the folder? I can further advise with that info.

I created a new project in my PMO, when I tried to pick a contact there were very few listed 7 versus the 165 people in my org. I checked My Contacts and all of the contacts were listed. Do you have to have a paid Membership on Smartsheet's to access a link in a worksheet? Or Can you just be a Viewer and still have access or open a link on a smartsheet?
