I would like to have a Business Case sent automatically (as an attachment) when specific conditions are met after a web form is submitted.

Currently, alerts won't send attachments unless a change to the attachments column itself is the trigger for that alert.
I'd recommend exploring a third-party integration such as zapier that can automatically send your Business Case in an email when a new row is added to your sheet. (Zapier can integrate between your gmail, outlook, etc. and Smartsheet.)

I have tried to set them as Edit - can share, Edit - cannot share, and commenter and nothing works, they cannot add data to the sheet. Does anyone have a solution?
