Non-Licensed users unable to attach documents to sheets

Hi All,

I have a customer who uses one of my sheets to track project progress.  They were able to attach and download documents until recently.  They have been running into issues doing both recently.  

 

Has anybody ran into this issue before?  Any ideas?
