Less restrictive settings

I am trying to have less restrictive settings to send updates to people who aren't shared to my sheet. The help section suggests that:

1. Open the sheet and click Alerts & Actions > Manage Alerts & Actions.
2. Click the Settings icon in the upper right corner of the Alerts & Actions window.

However, the last revision of smartsheet does not have the Manage Alerts & Actions so I cannot acceed to the Settings icon.

Can someone inform me how to send to people who aren't shared?

Do you have the SETTING icon in the upper right corner as indicated in the help section?
