Limited Access to Report Builder
We have been using a very simple report to pull information from a single sheet. The report has been working fine for several months. Today I was notified (& verified) that I am the only person who can still edit the report via report builder. Everyone else is stuck viewing the information I last searched for and cannot edit the report builder for their own query because all options are now grayed out.
I am the report owner. I have verified the workspace is shared to the same individuals attempting to access the report. They are able to access the single sheet without issue.
Any assistance is greatly appreciated! TIA

First a little chuckle...
I zoomed in on the image to be able to see it clearly. When I was done looking, it took me a few tries before I realized why clicking on the "x" to close the report builder wasn't working. HAHAHAHA
.
In regards to your actual issue...
Are the users still shared at the same permission level? Are they licensed users or were they using a free trial? Are they able to edit the selections that are already there (e.g. when hovering over the sheet name or any of the criteria columns, there should be a small "x" that pops up that would allow you to remove that particular sheet or criteria from the report)? Does clicking on the actual sheet name or criteria column within the report builder allow editing capabilities (it should)?

Yeah, that's what I would assume as well. Is the report owner a non-licensed user? Did they create the report while in a free-trial?

Our company has 3 licensed seats. Everyone else has a log in as an active user but cannot create sheets or reports. The are not accessing via a free trial.
This report was created December 10, 2018 and has functioned well until yesterday. Although we don't have many reports, further investigation is showing that ALL reports are no longer functional for anyone but myself. Others can view the results of my reports but not edit any criteria. The other 2 admin cannot edit criteria either.
The only thing I can think of that may have had an impact occurred yesterday. I had to re-assign a license from one individual (who owned no sheets or reports - basically my backup) to another (who has yet to create a sheet). I am the only "active" admin for Smartsheet - meaning until this new user was granted a license, I was the only person creating sheets, templates or reports within Smartsheet. When I completed the re-assignment, there were no items requiring transfer so I didn't think there would be any impact.
The users permission at both the workspace and report level stayed the same (editor-can share).
When I look at Account Administration - User Management, everyone still looks the same.
When I hover over the report criteria I do see an "x" but no one else does.
I have returned the admin position to my backup & revoked it from the other user. Still nothing.
Out of curiosity, I created a new report - in the same workspace & folder - same result.

This does seem as if transferring the admin to the other account had something to do with it. I would reach out to support to see what they have to say about it.
In the mean time, I am not sure how many different reports are needed, but would it be feasible to create some shared filters on the sheet itself?
