Global Updates - Add new column doesn't display the projects

I created new Columns inside a template and wanted to push these out to live projects using Global Update.  

When I select "Apply Test" then none of the project [Templates] appear 

1. I have already done this once before and the projects did appear at that stage.

2. I have also tried another type of Global Update Update Reports and the full 61 projects do appear

3. If I use the same global update [Add new Columns] but select another template then the projects show up

 

Attached two screen shots.

There seems no reason why there would be a difference between each global update or template.

Has anyone else come across the same experience?

I should also add that we only have one Blueprint.
