Alert Task Owner when change is made by someone else

I have a task sheet that is shared with multiple users. I have a field for the name of the Project Manager and a field for the name of the Task Owner. I would like the PM to get an alert when the row is updated but only if the update comes from someone other than the PM. In other words, if the PM is updating the task list, I don't want them to get an alert.

So, I found that if I add an alert based on cells changing if the "Modified By" field is not the project manager. This works, however, this has to be done manually and does not look at a specific field. I have to enter the email address of the PM in the criteria field within the workflow. I'd like to be able to compare to the PM field within the sheet.

You could create a sort of database where each PM's name is listed in a column next to their email addresses.
You can then use an INDEX/MATCH to pull the email address into a new column to compare to the Modified By column and use a checkbox column to basically say "tick the box if the two emails don't match" then setup your workflow based on whether the box becomes checked or the box remains checked and the Modified By column changes.

would this also work if i did want updates to send to an individual when they updated their own task?
I have a larger team that utilizes one to-do list. I would like a workflow to update the assignee when someone other than themselves changes something in their project row. What is the most effective way to go about this?
