Can an approval email be resent if the workflow fails?

I have a question on Forms and Automation.  If a user completes a form and when the form is routed to the first approver and the workflow fails at that point because the user being requested to approve does not have a smartsheets account, will another form need to be submitted to that person once they are added to our account?  Or is there a way to "re-trigger" the approval once the form has been submitted?
