Are webhooks a premium feature in Smartsheet?

Hi All,

I'm in the process of building an app that utilizes Smartsheet's API and I would like the code to run whenever a change is made to a particular sheet. In the API's documentation, it appears that "Event Reporting" and Webhooks are my two best options.

However, Event Reporting is a premium feature that is not available for my current plan. Since Webhooks also utilize events to make callbacks, does this mean that webhooks are also a premium feature?
