Attachment Tab not working

It happens to my colleagues in China. Their attachment tabs seem not to be working. It becomes blank when clicked "add attachment to this row" or the attachment tab on the right side.

It works fine for me tho, but I am in Hong Kong. Dont know if its region problem. Can someone advise us how to solve the problem? I attached their screenshot regarding the blank tab.

Which browser are they using? Ask them to try another one to rule out that as the issue.

They are all still using Windows XP. Some are using Google Chrome, Some are using 360 Browser (a Chinese browser)

I guess it's due to their old version of browser not compatible of the function? If thats the case, can you suggest any method for them?

I'd recommend trying another browser or the current one in incognito mode first to see if it's the browser/plugins that is the reason for it not working.
