Conditional Formatting Not Working

I use conditional formatting all the time. I have a new sheet that I can't get any rules to work. Can this feature be broken on a particular sheet; or can there be something hidden I'm not aware of?

I see the problem. Your highlighting is working except you picked black text on white background.

Can you include a screenshot of your sheet and the conditional formatting window? Is all formatting not working, or just one rule?

All formatting on this one sheet, which is a new sheet, is not working. There is only one rule, so rules can't be interfering with each other. Even something as simple as trying to highlight a row using a specific date as criteria -- nothing happens.

Try to make a copy of the sheet.
