Problem with automation

I am having issues trying to get an automated notification for attachments uploaded for two specific cells. In this case its for the column 'Row ID' and the specific cells are RFI 695 and RFI 696. So if an attachment is added to either one of these cells that a notification goes to the contacts in the 'action by' field.

See below automation set up. Its not sending out a notification though. Any ideas how I could fix this?

That's what I thought. I've tried multiple iterations of it to no avail.

I am receiving other notifications from the same sheet.
