Licensed vs Admin status

Does anyone else have a challenge with this mix of functionality?
- As a "free user" with admin access to a sheet, someone can move or copy entire rows somewhere else.
- But that same user cannot lock a row or columns.
- (And, while I am at it, there is no workflow that allows programmatic locking of columns).
(This became an issue during a regular license housecleaning. Conceptually, sharing of information in sheets is a great collaboration improvement. But some units like to lock up information when deadlines are past, so that the other units can see but not touch old information. It seems someone in a unit needs a license just to be able to lock and unlock rows or columns in a sheet someone else built for them.)
Any solutions others have used?
