Dashboard Widget Question

I wanted to create a widget in the dashboard to show each of these sections (in GREEN) and their status, maybe even their start/end dates. Wanted to give external viewers a quick summary. Would I need to create a report?

Yes. Dashboards only support reports (and not sheets) as a widget.

To add to @Sameer Karkhanis's answer - if you're on a Business or Enterprise plan, you could Publish your sheet and then embed it in your Dashboard using the Web Content Widget.
