Best Practices for allocating resources in Resource Management?

We are looking for some best practices around allocating resources in Resource Management. Currently, we are tracking hours at the role level for the duration of a project, but this causes our allocations to be spread out too much. Would it be useful to start tracking with Project Phases to better depict resource availability? What other best practices are there to allocate resources?
