As long as you have the submitter's email, you can add a workflow that would trigger from an added attachment (The created certificate) that would then be sent to the submitter as soon as It's completed.

You would add two different workflows.

1. When the form is submitted, it is used to create the Certificate
2. This is for when the Certificate has been added as an attachment.

For the first part, you have to ensure that you have the email added to a contact column. Either in the form or by using a formula to take the submitted email and populate a contact column. Something like this.

For the second part, it should look something like this.
