Conditional formatting for all children?

Hi, we principally use smartsheets to generate Gantt charts for our various projects. Ideally we would like to set up conditional formatting (for example task-bar color) for all of the children of different parents. 

So for example, let's say "Phase 1" of a project is the parent, we would like an easy way to have the children to all have blue-colored task bars. But if we move one of these children to "Phase 2", we would like it's task bar color to change to green.

Is there a way that this can be accomplished by novice smartsheet users in our office?

Note that most people at our firm are not familiar with more advanced spreadsheet functions as this is not a core part of our business. Ideally smartsheets would integrate a "parent" field into the conditional formatting, which is very easy for my employees to work with (i.e.: If parent contains 'Phase 1' then apply this format to the entire row).

    I would suggest the following 

    Create a new column, lets just call is "Phase Name" 

    in this column enter a formula 

    =PARENT([Primary Column]2)

     

    Then use conditional formating 

     

    if Phase Name is "Phase 1 -Scope" then apply Blue Background to the entire row.
