Give back ability to shared users of a smartsheet to send a row; not just licensed users

Recently, a security change was made that removed the ability for users who have access to a smartsheet to send a row. This change has dramatically impacted our organization. We leveraged this often - daily/hourly - to have discussions and inform users.
Not only do we need to rethink how we can do this, it may come at a larger price tag since we would not have to make more users a licensed user. Seems that the move is a good revenue generator for Smartsheet but leaves us with a budget and access problem. Could this be updated to have users given permissions to send rows again?
