Send sheet-level attachment with an update request

I know that Smartsheet can send row-level attachments with update requests. I also have a need to send the same document to a large number of people while asking them to provide feedback or an acknowledgement. Attaching the same document to every row is tedious and would be unnecessary if I could send a sheet attachment instead.
