Publicizing reports and Locking Attachments

It would be great to remove access to the attachments when publicizing a report.
I can the hide the said columns, so they do not show up initially when in Grid View. But, if the viewer changes their view to Card View they can still see the attachments.
Can we even integrate the ability to "lock" the view on the published report? So that viewers cannot toggle between all options?
