Multiple form submissions - update same row?

Hello,

Here is the desired outcome I am looking for:

1. Employee without access to the Smartsheet has access to a form, fills out the form, submits which then creates a new entry on the Smartsheet (which only managers can access)
2. If employee needs to update their row in the future without having access to the Smartsheet, is there a way they can fill out the form again to update the original row submitted, without creating a new row?

The simplest option would be to use the Premium App, Dynamic View.
