Resource Management: Restrict Use of "Non-Phase Specific" Phase

The Projects I run tend to have phase budgets that are beneficial to be tracked for Post Implementation Review.

My Team Members are able to record time on the top level of the Project - this is not helpful for reviewing the specific components.

I would want to restrict the ability to record time on non-phase specific/overall project.
