User Management reports should not be deactivated by turning off the Upload Attachments option

Hi all,

We have recently learned that User, Sheet Access and other reports are removed from the User Management / More Actions menu when the Upload Attachments option is turned off. As security concerns, these two have nothing to do with each other and should be controlled separately.

Please help & up-vote this one so we can get an extra switch added to enable the User Management reports!
