An automation for only receiving a notification on when an attachment is uploaded to the SHEET ONLY

Is there a way to receive a notification when an attachment has been uploaded to the SHEET ONLY? NOT TO THE ROW, but to the SHEET itself.

Unfortunately, as far as I know, it's not possible now, but it's an excellent idea!
