Hover function in Forms

When creating a form, it would be very useful to add details that would show when you hover over the field.

It could be similar to the details section on a column where you can see the column details by hovering over the (i).

One example of this use would be to provide definitions for the items in a drop down list. This allows for reducing the dropdown items and providing more detail for each item.
