Searching a sheet from a workapp

We have a Workapp for our field personnel to look up information from their phones as they do not have computers.

One of the items in the workapp is a sheet with requirements per location, and we have over 1300 locations. Our users are unable to use the search functionality on their phones unless they have admin permissions to the source sheet. Any other permission level and it just returns "no results found".

We don't want 300+ people having that kind of access to the sheet and being able to make changes. Is there any workaround?

What I did in the past (Similar use case, 300+ Techs in the field, etc.) Living in user groups, Giving "Viewer" rights to the sheets this way they can see everything they need but cannot edit, etc.
