Using a filter to show information in dynamic view.

I am very new to Smartsheets so I hope i'm able to make this make sense…

I would like to create a dynamic view the populates based on a selection from a drop-down list. Specifically, I want site managers to access information about their site by selecting the site name from a drop-down. We have lots of site managers but due to turn-over, sickness, temp employees, etc. along with fairly low digital aptitude among our so staff we don't want to use contact lists to customize info. We want to make it very easy for anyone to access important information. Nothing is confidential so privacy is not an issue.

I am thinking that I can do this through dynamic view and it appears that 'view filter' is an option in the course on Smartsheet Univ. However, the 'view filter' option doesn't appear in actual practice. Am i doing something incorrectly? Thanks!
