leading with "0" but the cell must be a number

I am trying to formulate a row so that it always contains three numbers, starting with 0. This column has to be a number and not a text as I need to sum the total in a report. Currently, I am only able to make sure there are three digits by making it a "text" cell but when I go to summarize the total in a report its not able to count the cells correctly. I need to know how to make sure I always have three digits in this cell but it still being a number and majority of the cells will be starting with "0"

    I don't think there's any way to have both be true in one column. I think your best option is to have two columns - one column with the text-format 3 digits in every cell, and one column with the number values which you can use in a Sum. You could use a formula to auto-populate one of those columns. For example, you could enter the 3 digits and then fill a number value column using a simple VALUE formula.
