Allow the creation/upload of new users as viewers and not members under USM

Under USM there isn't the ability to create new users as viewers. The former 'Licensed User' toggle has been repurposed to 'Member' and greyed out, so that any new user automatically becomes a provisional member. If they are intended to be a viewer, then they have to be downgraded at true-up. This is an extra action for system admins and is inefficient for users who are intended from the outset to be viewers.

On behalf of the client who asked the question of me (who subsequently raised a support ticket and had this confirmed by Smartsheet), the request is to allow new users to be created as viewers, both individually and in bulk.
