Is there a way to re-order attachments in a row? Another words, move attachments up or down in the order they are displayed.

It's not possible to directly re-order the attachments in a row. However, it is possible to manipulate the way attachments are displayed with the Sorted by command in the attachments window.
To do this, right-click the row and click Attachments. In the Attachments window, click Sorted by and select the desired option.
If you have control over the way attachments are named before you attach them, one idea for how you could control the sequence in which the attachments are displayed is to use a naming convention that would show the attachments in the order you desire. Then, you could show the files in the desired order with the Sort by Name option under Sorted by. For example, if you use a number before the attachments, you could display them this way:
1_First_Attachment2_Additional_Attachment
