Combine Proofing and Approval Automation?

I am working on a new sheet for performing legal proofs on artwork. The hope is that I can find a way to combine automation with the benefits of proofing. The artwork being proofed each time would require sign off from the same set of people and once approved by those 4 people would require sign off from the team lead. I was hoping that instead of requesting approval each time a proof is uploaded we could automate the notifications as soon as a proof is uploaded, and once sign off is complete it would automate the notification to the team lead for final sign off.

I am guessing that isn't possible, but wanted to check to see if anyone has found a way to do this with a hack?
