Can I allow used to add attachments/comments on dynamic views on a line to line basis??

I need to consolidate dynamic views. I currently have two views, one that allows users to add attachments and commends and the other does not allow attachments or comments. All other headers are exactly the same. I'd like to combine the two dynamic views.

Is it possible to allow users to add attachments and comments on one line of the dynamic view but not on another?
