How do you create new Programs within Control Centre?

Hopefully a really simple question... I have the PMO Program in Control Centre and that's working well with blueprints etc, however I want to setup another program for Finance and I can't see how or where to do this?

Do you have Control Center through the Advance package or separately, and if separate, do you have more than one Blueprint?

We have Control Centre through the Advance Gold Package.

I'm trying to follow the smartsheet advice where two departments have their own program (https://help.smartsheet.com/articles/2476756-smartsheet-control-center-get-oriented), I just can't find a place to create / setup the second program.
