How do I change status of items of a type when a new item of of that type appears with a new status?

I apologize for re-asking this question, but my previous post was marked as "answered" even though there was no answer.

I am tracking project submissions in a list. Each project has more than one phase and the steps appear in separate lines. When someone submits the final step, I would like the status column to change to "Complete" for each step with that product ID (See below).

If this is a workflow solution, does anyone know specifically what that would look like? How would smartsheet know to go through the list to find that type? I also wonder if an "IF" formula can live somewhere - but also don't know how that would work.
