Resticate access for Managed licensed users.

Hi team,
In our organization, I pool out allocation reports for every month which I used for monthly billing and financial work.
So at the last of every month when I generate the report that time I am aware of everyone not to change any allocation without my permission, but here number of project owners we have, we couldnt resticate them to change anything from their end.
So is there any feature where we can resticate them for a few days so they cant change anhthing for that period, so we generate the latest allocation report.
