Allow Account System Admin to generate reports even with "Upload From Computer" turned off

Currently, if you turn off the attachment option "Upload From Computer", you are not able to request Account System Admin reports, i.e. User List, Sheet Access, Published Items, and Log in History reports.
I really do not see why turning off that attachment option would warrant disabling the ability for any of the system admins from being able to run those reports. These reports should be available regardless of which settings are turned on or not.
