Smartsheet contact groups - outside org?

Are Smartsheet contact groups only used for assigning roles/permissions/access within an organization?

Could I for example, create a contact group of emails that are outside my organization so that I could easily share a dynamic view with all of them? The underlying sheet would have a contact column and I would restrict the view to only those rows they are assigned to. But it would save me from having to share everyone individually.

There are some account level restrictions that could potentially be in place, but generally speaking you should be able to add outside users to a contact group.
