Can Non Licensed Users Trigger a Data Shuttle Workflow?

Can a non licensed user who is shared as an editor or admin trigger a workflow for Data Shuttle upload when a sheet is added? We have a sheet that was created by a license user and has created a data shuttle upload workflow on the sheet based on latest attachment. Is it possible for a non-licensed user who is shared to the sheet to attach to the row and trigger the data shuttle? Do they need specific permissions? Or does Data Shuttle ignore the user outside of who created it/is attempting to edit?

Data Shuttle triggers ignore who is uploading the document and only cares that a new document was uploaded.
