Recipient not receiving workflow notifications

My workflow is not notifying all recipients. I can run the workflow, both manually and with the trigger, and receive the email notification as an Admin. He is the Owner but isn't receiving notifications. I checked his email contact; it is correct. He has NOT unsubscribed from the workflow. I'm perplexed. What else should I check?

    Ask him to check his "Notifications" settings in his "Personal Settings. If the notification is sent "from sheet owner" (so himself) checking the "Include my changes in sheet notifications" option may solve the issue.

    Alternatively, you could have the notification sent "from Smartsheet Automation" or "from my organization"
