Yes, Dynamic View users can edit rows that are locked in the underlying source sheet. You'll want to configure fields to Edit/Not Edit through the Conditional Logic in the View set-up.
There are certain fields that appear as "Read Only" in the View, see: Why is a field read-only?
Another user came up with a solution for locking certain cells (other than using Conditional Logic) in this Community post, here.

Calendar (Dynamic View) still allowing locked row to be editable for one drop-down column

I have searched and searched and cannot find an answer to this.
I have set an automation to lock a row when a certain selection is made from a drop-down column. Everything in that row is locked on the main sheet for editor users.
However, once the row/event is viewed in Calendar (Dynamic View), the details card has everything locked down except for one drop-down column. No matter what I do, editors are still able to select from that drop-down column even though it is supposed to be locked.
Why is this happening with this on column and how can I make sure it is locked in the calendar details card?
