Enable End Date editing in edit panel of Timeline View

Add the ability to alter the End Date of a task in the edit panel within the new Timeline View. Currently, we see the message, "Formula fields can't be edited in this panel" for our end date. However, in our course, the End Date isn't a formula field.

Below is a screen cap from the timeline panel. (we call our end dates, "need by").
