Dashboard Sharing Process Stuck in Loop

I am trying to View Share a dashboard with a couple of people. I have tried inviting them through a notification email AND giving them a share link. Both options result in them having to request access. Then, I have to respond to their email request by clicking a 'Share Dashboard' button, then another 'Share' button in a new tab in the browser. Even after all of that, they still can't get to the dashboard at all. Both have Smartsheet accounts. Both are showing as having View access in my Share list.

Any idea why 1) They still have to request access even after I share, and 2) Why they can't get to it even after I approve their request?
