How can I automate sending emails to a given cell upon changes to a row?

Hi. I am using an Automation workflow template for Alerting someone given a change in a row. I would like to send an email to a given email address in an 'Email' column in my sheet if something in the row changes. I see only the options to send a email to a given contact in the sheet or to prespecfied people, however these options don't work for me.
To try to explain it better, I have a sheet linked to a form. When a request gets sent in from the form, I receive an email address, and the ability to approve or deny the request. I would like to be able to automate sending a email to the requester when their request is approved or denied. Not seeing an option for this. Thank you

Hi,
The Email column will need to be a Contact type to allow for notifications to go to it.
