'Conditional'/Multiple Predecessors
Is it possible for start date of a task to be based on dates tied to one of two other tasks?
E.g. Task 2 must start not more that 10 days from completion of Task 1. Under normal circumstances, this allows task 2 to start not more than 10 days from start date of task 3. If start date of task 3 must be accelerated, however, can start date of task 2 be not less than 10 days from start date of task 3?
Or:
If time between Task 1 and Task 3 > 20 days, Start Date of Task 2 = Task 1+ 10 Days
If time between Task 1 and Task 3 < 20 Days, Start Date of Task 2 = Task 3 - 10 Days

It looks like you're wanting something similar to constraints in MS Project.
We currently don't have that functionality in Smartsheet, but when you have a chance, please submit your feedback to our Product team directly using the Product Enhancement Request form under Quick links on the right of the community site.
What you can do is add lag or lead time to your tasks to delay their start time. More on lag and lead time can be found in our help article here: https://help.smartsheet.com/articles/765727-enabling-dependencies-using-predecessors
